Hello, 
I would like to create a new template and register some widget areas for my theme. is this possible with managed hosting? If so, where so I access the .php files? I can’t seem to find them in the dashboard.

One more question … are the credentials for sftp the same as the ones I use to access my wp admin site?

If you go to Appearance > Theme Editor you can access all of the files there.  You also have access to SFTP which will have the files listed in that spot as well.
