Inactive Widgets

Hi there,
I have been inactivating some widget sections that appear on my homepage (dragging them from the sidebar to INACTIVE WIDGETS), but when I refresh my site the widgets move right back and are active. I searched the site and found a similar problem with no response. 
Would you be able to help?  I worked with bluehost and they were not able to help. Have you seen this issue before and was there a solution?

This previously was caused by a cache plugin on the site.  If that is not the issue, please email login details to support@helloyoudesigns.com
