Widget Options Plugin Keeps Not Updating

Hi, I keep updating the plugin “Widget Options” to the latest version (from 3.7.11 to 3.7.12) but it keeps not updating. As soon as the webpage refreshes, it tells me to update again.
Is this plugin needed for my layout, or is it not needed?

The theme files do not use that plugin so you can remove it if you are not using it.
