Where do I go to edit the call to action above the header? Thank you.

If this is a Genesis theme the widget area will be at Appearance > Widgets and it is the Ad Bar widget.
 
If this is a Kadence theme, go to Appearance > Customizer > Header > then you will see the top bar where the button and information is.
