Hello Hobo Responsive Problem

My links are slow to be responsive when using the cell phone. I usually need to slowly scroll to the bottom links, hit a few then move my way up slowly to the top before the links are responsive.
On a desktop, the links are even more difficult. First, I have to scroll my mouse a little to make the menus responsive. These links will start to react but buttons and text links will not. The desktop is less responsive than the mobile. So frustrating and NOT user friendly at all. 
Are you able to assist me in correcting the problem?
