How do I add a static image to the top image section like it is on the helloyoudesigns.com homepage?

You change the first image from parallax by adding this to your additional CSS
 
.image-section-1 {
background-attachment: scroll;
}

That is used with the genesis enews. The setup guide will show you a graphic of how it is set in the widget.

That section would need to be coded to do that.  It is not really theme support.  When I preview the site it looks like the screenshot below.  I can try to help, but may need to refer you to Jennifer to get a quote.  Please let me know when the site is back up to see what you are working with.

I’m still getting the same when I preview the site. I’ve tried different browsers and cleared the cache.
