Main menu non-responsive still

Hello,
My main menu still is not responsive right away. (My headings are not “clickable”.) I’m sure I have code interfering but I am unsure how to fix it. If I put my cursor down, then my menu becomes responsive but not until then. 
Please advise,

It looks like a different theme is loaded.  I know when we previously looked at it, there were many changes made that were not part of the theme.  Which made it display incorrectly and also not work as designed.  Also some issues with scripts and plugins.  What may be best is to clone your site, load the theme on a dev site, and have it set up as designed without the modifications.  That should have the menu work, the widget areas display correctly, as well as the fonts.
